No more Referee (and.. Ben Davis) needed in Singapore ?

Do you still need surveyors in Singapore ??

After 2017 Singapore flow meter , it’s getting less and less phone call at 3am in the morning ( for some bizarre reason it’s always 3am like they set an alarm ), occusaionlly there are still phone call about the figures different from their “VNET” table and normally I will tell them it’s MPA barge figures final and binding and rarely some operator will still say “ but I trust my captain !”, I will just suggest them call MPA and 100% of time it will be settled itself

It bring me back in time that in the era of barge sounding figures final and binding , it’s almost crazy not having a surveyor on board. Surveyor will climb up and down , checking barge figures , calculating from the table , climb back to the vessel , check vessel figures , measure the trim and compare to barge figures. Normally if disputes happen then will have a report that state , vessel figures :xxx, barge figures :YY, dispute happen !!( thx surveyor that’s helpful) but it do dramatically decrease the chance of any quantity issue.

However job of surveyor is sadly decrease massively after the installment of flow meter , the volume , temperature, density is all calculated and the main purpose of surveyor is on board is to check if the seal is being removed , the procedure is it correct etc, similar to an experience head Chef used to supervise other Chef how they cook a dish , how hot the pan is and how Long is the cooking to just check the setting of the microwave.

However it’s still valuable for surveyor for the other aspect of the control – quality management. There are still parameter that MFM can’t check so sample testing is still an valuable service. It’s another long topic I will discuss in the next article
