Is that the end of on board surveying in Singapore ?
Since the usage of Mass Flow Meter in Singapore , the utility of employing surveyor on board is sharply decreasing , since the BDN figure is final and binding as per MFM figures , even surveyor measure the receiving vessel tank and discover any discrepancy , yet BDN figures have to follow the MFM figures.
In addition to decreasing utility, in the first week of 2020, 19 convi-19 cases are caused from a bunker barge in Singapore, What follows is even more harsh measurement are imposed in all Personnel who working on board . it’s even harder to place surveyor in a practical level in next few months and maybe is a good time for owners to learn how to go without surveyors.
One of the key things surveyor do nowadays is to check if any modification on the MFM meter. In this time I believer chief engineer have no choice but to perform the check themselves , Singapore port authority should come up with certain checklist or manual so C/E can can do the inspection themselves , with the machinery knowledge I believe c/E can perform this well.
Until next time
