Should you trust the MFM elsewhere ?


Since the success of MFM system in Singapore  , where moving away from traditional tank measurement with hours of argument and dispute to mass flow meter . Suppliers from other countries are seeing the opportunities and trying to replicate the same success by considering join in mass flow meter standard. Yet as a client when you go to a non Singapore port and got offer in MFM final and binding , should you accept it ?


The quick answer is No. The reasons are :


1. Credibility of the flow meter

In Singapore, from the procurement of the meter , Marine port authority is already involved. Follow by strict guide lines from water calibration , installation, sealing by other professional party. Afterwards there will be requirement on several set of tests and data have to be approved by authority. Finally It will comes to stages of verification and acceptance. In other ports most likely the meter is installed and then suppliers start offering “barge figures MFM final and binding” without the step of verification and checking. Its highly unwise for bunker buyer to accept in this condition.

2. Lack of authority monitoring 
In Singapore, majority of success of MFM should be credited to the constant checking of the MFM installment and any suspicious extra installation ( aka new pipe , magnet etc. ) by Singapore marine port authority . Without the authority check , supplier might have many innovative way just to bypass the MFM and still have a potential quantity dispute.
